Regional Workshop: The Impact of New Technologies in Parliament's Transformation in Latin American and the Caribbean

The workshop constituted a unique opportunity to strengthen the intra-Regional dialogue on the importance and the use of information and communication technologies in supporting Parliaments’ representative and legislative functions, and enhance the effectiveness, transparency and accessibility of Parliamentary operations, as well as communication with the citizens. Parliaments are uniquely positioned to use new technologies to demonstrate the broader societal impact of applying information and communication technologies to the values of openness and effectiveness in the public sphere; in this context the workshop also embraced the theme of how Parliaments can contribute to the advancement of the information society in the Region.

In particular, the workshop:
(a) discussed the role of new technologies in the transformation of Parliaments in the Latin America and Caribbean region, with special emphasis on current needs and challenges, and taking into account the discussions and conclusions of the 2009 World e-Parliament Conference;
(b) explored mechanisms to institutionalize the regional dialogue and collaboration among the legislatures in the LAC region on these themes; and
(c) identified lines for strategic action.

The working languages of the workshop were Spanish and English.

Participants

The Regional Workshop on the Impact of New Technologies in Parliament´s Transformation in Latin America and the Caribbean gathered representatives from 23 member countries of the Inter-American Development Bank, including approximately 15 members of parliament, 20 secretaries general, 25 IT directors and experts from international organizations who work and deal with information and communication technologies as instruments to improve and modernize parliamentary business and citizens’ participation in public decision-making processes.
