Miguel Alvarez

I am a member of the Congress of the Republic of Guatemala since 1998 with studies in law, social science and information technology. I held the posts of coordinator of the Guatemala GLIN station for 9 years, a member of the designers of the website for Congress and charged with the database of legislative information for 4 years. Currently I am part of the Unit of Supervision and Transparency as well as budget analysis of the Congress of the Republic of Guatemala.

Marian Botocan

I am Head of the Legislative Databases Service, Information Technology and Communications Division in the Chamber of Deputies, Parliament of Romania. In this position, I am currently involved in the design and implementation of information applications with Oracle databases and I am coordinating the software development team responsible for the legislative databases system and for the web site of the Chamber of Deputies - http://www.cdep.ro.
I graduated from the University of Bucharest, Mathematics and Computer Sciences, 1983, where I specialized in real time information systems and in relational databases.

Guillermo Castillo

I am an international consultant with more than 20 years of experience in topics related with ICT, ICT4Development and Modernization of the State. Currently I am advising the Organization of American States (OAS) in topics related to ICT and Latin American Legislation; responsible for the preparation of a future virtual training program dealing with ICT and Legislation for Parliamentarian officers of the Americas to be launched in 2009. During my 18 years with the Inter American Development Bank (IDB) I lead the production of many thematic papers related to Technology and Parliaments. In addition, I was the creator of many social networks, among them: The Latin American Chapter of the Global Legal Information Network where for over 10 years officers from Parliaments of Latin America have exchanged information and generated new thematic documents related to Legislation, ICT and new technologies. In 2007 I facilitated the launching of the "RED FTiP" a Network of all the Latin American IT officers of national parliaments.

Rob Clements

I am Director of Research Services in House of Commons Library in the UK. I have worked here since 1976, at first as a statistician and in my current job since 2000. I am also House of Commons Correspondent of the European Centre for Parliamentary Research and Documentation. I am not a technical person or an ICT expert or a website specialist, but I am a regular user who frequently seeks information about other Parliaments.

I am a member of the Legislative Bureau of the Congress of the Republic of Guatemala. In this position I am in charge of legislative information from the website of the Congress and handling electronic information to the legislative groups. Besides working with the electronic services of the Library of Congress. I am a member since 2007 and have worked on several projects of FTiP network.

I am the ICT Manager with the Office of Parliament, Ghana, where I have worked since 2001 when I helped set up the new ICT department. Because it was a new department I have dabbled in networking, help desk, website design and am enthused with the move towards open source software. I graduated from the London School of Economic with an MSC in Analysis Design and Management of Information Systems. My BSC was in Development planning from the University of Science and Technology here in Ghana. Before I came to parliament I worked with the National Development Planning Commission, developing systems for monitoring and evaluation of development plans

Eduardo Ghuisolfi

I am a professional in computer science and information technology, and I have worked at the Parliament of Uruguay since 1989. I have developed several consultancies on ICT applied to the management of parliamentary information in countries in Central and South America, hired by the Inter-American Development Bank, the World Bank and national assemblies. I'm a programming professor, and I have worked in several institutions and universities: "Universidad de la República", "Universidad Católica Damaso Antonio Larrañaga", among others. In addition to my activity in the public administration, I give advice on development of commercial systems based on Internet ( "cloud computing") and I'm a member of the GLIN Technical Committee. Some friends say that I am a workaholic but I prefer to believe that I'm simply a hard worker :)

Jeff Griffith

Currently I am a Senior Advisor to the Global Centre for ICT in Parliament and was one of the authors of the World e-Parliament Report 2008. Formerly, I worked for the U.S. Congress as Associate Director and Chief Legislative Information Officer for the Congressional Research Service at the Library of Congress. One of my primary responsibilities was to provide executive management for the Congress’ internal legislative information website. During 2006 I conducted a comparison of the websites of the European Parliament and the U.S. Congress, which was published by the European Centre for Parliamentary Research and Documentation and the European Parliament under the title Beyond Transparency: New Standards for Legislative Websites

Erick Landaverde

I am a professional in information technology and have worked in the parliament of El Salvador since 1998. I have developed several applications in the field of ICT applied to the management of parliamentary information in our conference. Aloysius Makata

I am the Director, ICT Services in Parliament of Uganda, responsible for the development and management of ICT systems and services. I have a Masters Degree in Computer Science and Operations Research and have been staff of the Parliament since 1999. Before joining Parliament of Uganda I worked as a Consultant with Uganda Management Institute where I participated in a number of ICT Consultancies. My current interests are in eGovernment, eParliament and eDemocracy in developing countries which are resource constrained.

Cecilia Matanga

I am Cecilia Matanga, a professional in computer science but topped it up with a business administration masters (running away from hard core programming-was never a fan) . I work with the SADC Parliamentary Forum as the ICT Officer. My competence lies more in strategy development and managing ICT programs. I have been very instrumental in developing a regional ICT Program for the Forum and designing interventions to ensure all member parliaments are using ICTs effectively (yet to evaluate this) but I can as a matter of fact say we have an established an ICT Managers Network. I do believe I have a lot to learn and meeting Eduardo could be a very good thing for me…especially on cloud computing!!!!

Mahesh Perera

I am Mahesh Perera from parliament of Sri Lanka; it is great we all are pursuing a significant task! I have over 14 years of experience in Networking and ICT management both in public and private sector organizations. I did my Masters Degree in Computer Engineering in former Soviet Union. Recently I did my MBA in Human Resource Management here in Sri Lanka. For about five years I have been working for the parliament of Sri Lanka in the capacity of Director, Information Systems & Management. My primary responsibility is to lead ICT initiatives in our parliament for which an ICT strategy is now being implemented. Though this sounds easy, it is highly challenging due to cultural, contextual, managerial issues, as most of you may have experienced. I strongly believe in ICT & HR convergence for organizational betterment.

Gro Sandgrind

My name is Gro Sandgrind and I am the Parliamentary Librarian of the Norwegian Parliamentary Library and have been in this position since the year 2000. Formerly I was head of document and information management services in a Norwegian oil and gas company. I worked with restructuring document management functions and have also been a library educator and a library manager. In the Storting, the Norwegian Parliament - my main challenge has been to develop digital services to meet the needs of MP's and political assistants. As librarians, my staff and I are heavily involved in organising/structuring and presenting information and to find good searching facilities/solutions for websites (Internet and intranet sites). I was elected Chair of the IFLA Section on Library and Research Services for Parliaments autumn 2007, and I hold this position until autumn 2009. IFLA - International Federation on Library Associations and Institutions is the leading international body representing the interest of library and information services and their users. It is the global voice of the library and information profession. The Section on Library and Research Services has 80 institutional members (mostly parliamentary libraries from all over the world), some national institutions and some personal affiliates. I have been a member of the Section's Standing Committee for the last 7 years.

Enrico Seta

Currently I am in charge of the Foreign Affairs Unit of the Research and Study Department, and a member of the special group established in 2007 by the Vice Secretary General of the Chamber of Deputies responsible for the strategic development of the Web site and other ICT-related projects of the Chamber. Since 2002 I have been representing - together with Alessandro Palanza - the Chamber in the inter-institutional steering group (Presidency of the Council of Ministers, Senate and Chamber of Deputies) of the national project "Normattiva" aimed at creating a free on-line access to the Italian legislation in force.

Flavio Zeni

I am currently the Chief Technical Adviser of the UNDESA project “Africa i-Parliament Action Plan” based in Nairobi, Kenya. I began to work with UNDESA in 2004 heading the pilot phase of the current project “Strengthening Parliaments’ Information Systems in Africa”. I have been working on projects dealing with design and development of websites for public organizations since 1995. I have a MA in Communication from Stanford University, USA and a MA in Sociology from Trento University, Italy.
