The access to information, whether accessed through ICT or some other means, is a fundamental human right. The Universal Declaration of Human Rights recognizes the right of access to information in the framework of the right to freedom of opinion and expression.
The lack of ICT infrastructure and services, and of affordable global connectivity, is one of the main barriers to universal access to information. In many developing countries connectivity is in fact in short supply: optical fiber and broadband network infrastructure may not be available, internal communication infrastructures are often concentrated in urban areas and satellite services are limited and expensive.
