On October 16 2012 the award “Deed of the Year 2012” was given by the Estonian Federation of the Blind. On February 28 2013 the Estonian Librarians Association’s award “Deed of the Year of Special Library” was received.
The European Commission is asking for new ideas on how to use ICT to improve the efficiency, effectiveness and quality of public sector and public services. The EC has made available an online public consultation, open until 15 April 2013.
The survey is introduced by a draft document on directions for ICT-driven public sector innovation. The paper identifies inter-linked drivers, trends and enablers, to which it welcomes comments by all the interested stakeholders: national administrations, businesses, researchers, innovators, academia and interested users.

The Swiss Canton of Bern has decided to switch to Open Justitia, a management system for legal documents, developed as open source by the country's Federal Court. The canton procured support for the installing and maintaining the software from a Swiss IT service provider. One competitor disputes the contract. The firm, whose offer of its own proprietary alternative was turned down, is rallying for political support.

The government of the Spanish autonomous region of Galicia is considering to switch to open source office productivity tools. The region's Agency for Technological Innovation and the Galician Association for Free Software Enterprises, Agasol, have started to assess the economic impact of such a migration, including the technical and organisational requirements, the two announced last week.
Agasol expects that the study will be ready this year, it writes on its website. "It will determine the size and terms of the migration plan."

As announced on 4 March 2013, the municipality of Rotterdam offers lawyers and notaries the possibility to authenticate official documents and information for lawsuits or legacy investigations online, upon request, thanks to the eRecognition initiative.
The Latvian Open Technology Association is calling on the Ministry of Economy to make open standards and open technologies one of the core themes of the ministry's business education efforts. The group published a statement on Wednesday, pleading for a continuation of funding of ICT training for Latvian companies. The ministry earlier this week announced a four-fold reduction in the budget for such trainings.
Following the Director-General of UNESCO’s decision to assist the Government of Mali in restoring and rebuilding its cultural heritage, UNESCO has established a working group of experts from all its partners, including IFLA, with the purpose of preparing an action plan for the restoration and reconstruction of the country’s cultural heritage and building the necessary capacity.
