<p>The Council of Europe Convention on Cybercrime, which entered into force in July 2004, lays down guidelines for all governments wishing to develop legislation against cybercrime.</p><p>It is open to signature by non-European states and provides a framework for international co-operation in this field.</p>

<p>The Additional Protocol to the Convention on Cybercrime came into force on 1 March 2006. It requires States to criminalize the dissemination of racist and xenophobic material through computer systems, as well as of racist and xenophobic-motivated threats and insults.</p>

<p>On the 26 March 2009 the European Parliament adopted a recommendation to the Council on security and fundamental freedoms on the Internet. The text urges Member States to update legislation to combat cybercrime and to protect Internet users, especially their digital identity and privacy, ensuring that security, freedom of expression, protection of privacy and openness on the Internet are delivered simultaneously.</p>

It criminalizes the following conducts: a) the distribution and possession with the intent to distribute child pornoghraphy; b) e-mail violations; c) illegal access to information systems; d) distribution of virus and damages to information systems; e) aggravated crimes against information systems; and f) interruption of communications.</p>
