The Global Centre for Information and Communication Technologies in Parliament acts as a hub for information, research and technical assistance to parliaments in the area of ICT and offers a platform for exchanging information and expertise among parliaments, centres of excellence, international organizations, the civil society, the private sector and the donor community.
World e-Parliament Conference 2014
At the meeting of the Association of Secretaries General of Parliament, which took place in Geneva in parallel with the IPU Assembly, the Secretary General of the National Assembly of the Republic of Korea announced today that the IPU and the National Assembly will co-host the 6th World e-Parliament Conference in Seoul in May 2014. The Secretary General stressed that "the Conference will serve as a platform to explore the future of e-Parliament and discuss how to strengthen global cooperation based on creativity and imagination by sharing experiences in e-Parliament development and the status of IT advancements".
The Spanish Version of the World e-Parliament Report 2012 is now available
The World e-Parliament Report 2012
documents the efforts of legislatures to use information and
communication technologies (ICT) to support their constitutional
functions. The Report is based on the Global Survey of ICT in
Parliaments 2012 conducted by the Global Centre for ICT in Parliament
between February and May 2012, which is the third in a series of surveys
that began in 2007.
Commission on Digital Democracy announced by the Speaker of the House of Commons of the United Kingdom
The Speaker of the House of Commons will
explore further modernisation of the House of Commons and British
democracy to meet the demands of the digital era and modern citizens,
and announce a new Speaker’s Commission on Digital Democracy.
World Forum for Democracy
Social networks, blogs, and online media offer citizens access to
public life in an unprecedentedly direct way. Is the internet
revolutionising democratic practice? This topical question will
be raised this year during the World Forum for Democracy, organised by
the Council of Europe with the support of the French government, the
Alsace Region and the City of Strasbourg.
WSIS+10 High- Level Event Open Consultation Process
The first physical meeting of the WSIS+10 High- Level Event Open Consultation Process took place in Geneva at the ITU Headquarters, Geneva. It was an open and inclusive consultation among WSIS Stakeholders (governments, private sector, civil society, international organizations and relevant regional organizations) focused on developing multistakeholder consensus on two draft Outcome Documents, to be developed by 1 March 2014 and submitted for consideration by the WSIS+10 High-Level Event: the Draft WSIS+10 Statement on the Implementation of WSIS Outcomes; and the Draft WSIS+10 Vision
Technical Assistance Mission to the Parliament of Montenegro
Between 02 and 20 September 2013, the Parliament of Montenegro received a technical assistance mission supported by the EU Delegation to Montenegro, with the aim to consider and develop terms of references for the implementation of a parliamentary legislative information system - supported by the EU/EC. With the system the Parliament envisages to become more open and transparent in providing access to information, documentation, and events as they occur in the legislative process.
ECPRD Seminar "Modern technologies to support parliamentary activities - traditions and challenges"

Federation held an EPCRD seminar “Modern
technologies to support parliamentary activities - traditions and
challenges" in Saint Petersburg (19-21 September 2013). This seminar was organized by the Council of Federation, in cooperation with the
Secretariat of the Interparliamentary Assembly of Member Nations of the
Commonwealth of Independent States (IPA CIS), in the framework of the
ECPRD Area of interest "Parliamentary Practice & Procedures".
International Day of Democracy
The International Day of Democracy on 15 September was established by the United Nations in 2007 as an opportunity to review the state of democracy in the world. Democracy is as much a process as a goal, and only with the full participation of and support by the international community, national governing bodies, civil society and individuals, can the ideal of democracy be made into a reality to be enjoyed by everyone, everywhere.
Second Legislative Data Challenge Launched
Legislative XML Summer School LEX13 "Managing Legal Resources in the Semantic Web"
The school provided knowledge of the most significant ICT standards emerging for legislation, judiciary, parliamentary and administrative documents. The course provided an understanding of their impact in the different phases of the legislative and administrative process, awareness of the tools based on legal XML standards and their constellations, and the ability to participate in the preparation and use of standard-compliant documents throughout law-making process. In particular Lex Summer School aimed at creating consciousness in the stakeholders in the legal domain about the benefits and the possibilities provided by the correct usage of the Semantic Web technologies like XML standards, ontologies, natural language techniques applied to the legal text, legal knowledge modelling and reasoning.
