DATE: November 6, 2009VENUE: IDB Headquarters, 1300 New York Avenue, N.W., Washington, D.C.The workshop constituted a unique opportunity to strengthen the intra-Regional dialogue on the importance and the use of information and communication technologies in supporting Parliaments’ representative and legislative functions, and enhance the effectiveness, transparency and accessibility of Parliamentary operations, as well as communication with the citizens. Parliaments are uniquely positioned to use new technologies to demonstrate the broader societal impact of applying information and communication technologies to the values of openness and effectiveness in the public sphere; in this context the workshop also embraced the theme of how Parliaments can contribute to the advancement of the information society in the Region.In particular, the workshop:(a) discussed the role of new technologies in the transformation of Parliaments in the Latin America and Caribbean region, with special emphasis on current needs and challenges, and taking into account the discussions and conclusions of the 2009 World e-Parliament Conference; (b) explored mechanisms to institutionalize the regional dialogue and collaboration among the legislatures in the LAC region on these themes; and(c) identified lines for strategic action.
The working languages of the workshop were Spanish and English.
El Seminario Regional constituyo una oportunidad única para fortalecer el diálogo intrarregional sobre la importancia y el uso de las tecnologías de la información y la comunicación (TIC) para apoyar las funciones representativas y legislativas de los Parlamentos; así mismo para fortalecer la eficacia, transparencia y accesibilidad a las operaciones parlamentarias y mejorar la comunicación con los ciudadanos. Los Parlamentos se cuentran en una posición estratégica para adoptar las nuevas tecnologías y de esta manera advertir el amplio impacto social que la aplicación de las TIC produce en los valores de apertura y eficiencia del sector público. En este contexto, el contenido del seminario también incluyo temas relacionados con la manera en que los Parlamentos pueden contribuir al fomento de la Sociedad de la Información en la región.
Específicamente, durante las sesiones del seminario: (a) se discutia sobre el rol de las nuevas tecnologías en la transformación de los Parlamentos en la región de América Latina y el Caribe, con especial énfasis en las necesidades y desafíos más apremiantes a los que se enfrentan dichas instituciones. Además se tendrán en cuenta las discusiones y conclusiones de la Conferencia Mundial sobre el Parlamento Electrónico 2009; (b) se exploraba los mecanismos a través de los cuales se puede institucionalizar el diálogo regional y canalizar la colaboración necesaria entre los cuerpos legislativos de la región de América Latina y el Caribe en estos temas; (c) se identificaba líneas estratégicas de acción.

The 2009 edition of the World e-Parliament Conference took place from 3 to 5 November 2009 at the U.S. House of Representatives in Washington, D.C. An International workshop “Towards the establishment of an African Parliamentary Knowledge Network on ICT, legislation and documentation" (APKN) was held on 20 March 2007 to exchange ideas and agree on a common framework for the establishment of an APKN. The workshop, hosted by the National Assembly of Nigeria, was organized by the United Nations Department of Economic and Social Affairs. The workshop was held in conjunction with the International Conference on African Legal Resources.
3-4 March 2007 The International Conference “The policymaking role of Parliaments in the development of the Information Society” was organized by the Chamber of Deputies of Italy.
