To help reduce the government's debt, Portugal's public administrations should switch to free and open source software, pleads the country's Association for Free Software, Ansol. In a manifest published earlier this month, the group exposes recent violations of European public procurement rules, accusing public authorities of what it calls 'an unacceptable waste of public money'.

"These IT solutions are flexible, easy to study, test and switch", says António Rebelo, head of the IT department. "It keeps us free from IT vendors and, because of the lower costs, results in a more sustainable IT infrastructure."

Portugal's Agency for the Public Services Reform (AMA) is revamping the country's main eGovernment portals for citizens and businesses. It will use the open source portal software Liferay.

Using open source tools, says Goncalo Caseiro, spokesperson for AMA, is "in line with the European eGovernment Action Plan and the recently approved Portuguese Global Strategic Plan for the Rationalization and Cost Reduction in ICT in Public Administration."
