Social Media Guidelines for Parliament released in English, French and Spanish

The Inter-Parliamentary Union published the Social Media Guidelines for Parliament. Prepared with support from the Global Centre for ICT in Parliament the Guidelines draw on lessons learned by parliaments so far and on good practice in the social media sphere. The objective is to encourage more widespread, more efficient and more effective use of social media by parliaments.

Le Rapport mondial 2012 sur l’e-Parlement illustre les efforts accomplis par les parlements pour introduire les technologies de l’information et de la communication (TIC) au service de leurs fonctions constitutionnelles. Ce Rapport se base sur l’Enquête mondiale 2012 sur les TIC dans les Parlements, conduite par le Centre mondial pour les TIC au Parlement entre février et mai 2012, qui constitue la troisième d’une série d’enquêtes commencée en 2007.

Handbook "Information and Communication Technologies in Parliamentary Libraries"

The Handbook on "Information and Communication Technologies in Parliamentary Libraries", prepared by the United Nations Department of Economic and Social Affairs, the Inter-Parliamentary Union and the IFLA Section on Library and Research Services for Parliaments through the Global Centre for ICT in Parliament provides in a concise manner an overview of the ICT software, systems and services that can be adopted by parliamentary libraries, a template for their implementation and a series of references to which parliamentary staff can refer while planning to transform their library into an ICT-based institution. Report of the Second Workshop “ICT Strategic Planning in the SADC Parliaments”, May 2012, Namibia

The Second Workshop on ICT Strategic Planning in the SADC Parliaments was held at the Windhoek Country Club Resort from 14 to 16 May 2012 in Windhoek, Namibia. The purpose of the second Workshop was to provide a forum for each parliament to discuss how the "Support to ICT Strategic Planning in the SADC Parliaments" project, funded by the European Commission, through the Secretariat of the African, Caribbean and Pacific Group of States, lead to any particular achievements, challenges and all other related experiences obtained during their respective ICT strategic planning process. The Workshop also allowed participants to jointly identify needs and promote opportunities going forward for the greater use of ICT in SADC Parliaments while also solidifying an ongoing and supportive community of practice.

The Regional Workshop "The Impact of New Technologies in the Transformation of the Legislative Branch" was part of the activities implemented in the framework of projects aimed at parliaments in the region: (i) the Project Support to ICT Strategic Planning in the Parliaments of the Caribbean Parliaments”, funded by the European Commission, through the Secretariat of the African, Caribbean and Pacific Group of States, and implemented by the United Nations Department of Economic and Social Affairs (UNDESA), through the Global Centre for ICT in Parliament, and CARICAD, and (ii) the Technical Cooperation Programme “Connected Parliaments”, led by the Institutional Capacity of the State Division of the IDB, and supported by the Italian Trust Fund for Information and Communication Technology for Development.

Report of the Fourth Parliamentary Forum on Shaping the Information Society: The Triple Challenge of Cyber-Security: Information, Citizens and Infrastructure

The Parliamentary Forum “The Triple Challenge of Cyber-Security: Information, Citizens and Infrastructure” was held from 18 to 20 May 2011 at the Headquarters of the International Labour Organization in Geneva, Switzerland. The event was co-organized by the United Nations Department of Economic and Social Affairs (UN/DESA), the Inter-Parliamentary Union (IPU) and the International Telecommunication Union (ITU). It was the fourth meeting of members of parliament focusing on issues relating to the Information Society organized within the framework of the Global Centre for ICT in Parliament, a partnership initiative launched by UN/DESA and the IPU at the World Summit on Information Society (WSIS) in 2005.

Report of the International Workshop "Leveraging ICT to establish a collaborative network among Parliaments of Latin America and the Caribbean"

Following a two-day meeting held at the National Assembly of Panama, on 15 April 2011 the Secretaries General of sixteen parliaments of Latin America and the Caribbean agreed to establish the Exchange Network of Parliaments of Latin America and the Caribbean with a view to strengthen cooperation among the parliamentary administrations of this region.

The World e-Parliament Conference is the international forum of the community of parliaments addressing, from both the political and technical perspectives, how the use of information and communication technology can help improve representation, transparency, accountability, openness, and effectiveness in the complex parliamentary environment. The World e-Parliament Conference 2010 took place on 21 and 22 October 2010 at the Pan-African Parliament in Midrand, Johannesburg, South Africa. This report contains the proceedings of the Workshop on Technological Options for Capturing and Reporting Parliamentary Proceedings, which was hosted by the European Parliament in Brussels on 14 -16 July 2010. Parliamentary documents such as committee reports and texts of debates and hearings are fundamental records of the legislature. These documents must be prepared quickly, efficiently and accurately. They must be distributed easily and then amended, revised and redistributed just as easily. And they must be archived effectively to ensure availability and long-term preservation.

Le Rapport, préparé par le Centre mondial pour les TIC au Parlement, vise à aider les législatures à tirer profit des bénéfices potentiels des TIC dans leur travail et à établir les objectifs et priorités clés pour exploiter cette importante ressource. Tout en mettant en évidence la complexité de l'e-parlement, le Rapport suggère des voies et moyens de surmonter certains des obstacles à l'utilisation effective de la technologie dans l'environnement parlementaire.

Report of the Third Parliamentary Forum on Shaping the Information Society - ICT and the Global Economic Crisis: Current Situation and Future Perspectives

The Under-Secretary-General for Economic and Social Affairs of the United Nations, Mr. Sha Zukang; the Secretary General of the Inter-Parliamentary Union, Mr. Anders Johnson; and the Secretary General of the ITU, Mr. Hamadoun Touré opened the Third Parliamentary Forum “ICT and the Global Economic Crisis: Current Situation and Future Perspectives”. The event was the third meeting of members of parliament focusing on issues relating to the Information Society and the aim of the Forum series was to further dialogue among legislators on parliamentary actions that can contribute to the shaping of the future Information Society in view of the WSIS implementation, follow-up and future 2015 review. It also intended to strengthen the interaction at international level between members of parliaments and representatives of international organizations working in this domain with a view to identifying good parliamentary practices for the advancement of ICT-related policies in favour of the internationally-agreed development goals.
