2010

  • The 2009 edition of the World e-Parliament Conference took place from 3 to 5 November 2009 at the U.S. House of Representatives in Washington, D.C. It was built on the results of two previous conferences held respectively in Geneva (2007) and Brussels (2008), as well as on the findings of the World e-Parliament Report 2008.

  • The Report of the World e-Parliament Conference 2008 is now available.

    The World e-Parliament Conference 2008 took place at the European Parliament in Brussels on 25 and 26 November 2008. The Conference was co-organized by the European Parliament and the Global Centre for ICT in Parliament, a joint initiative of the United Nations Department of Economic and Social Affairs (UNDESA) and the Inter-Parliamentary Union (IPU) and a core group of partners, established in 2006 to promote the role of parliaments in advancing the Information Society goals as well as the effective use of ICT for the modernization of parliamentary processes.

  • Following the Conference, the first face-to-face meeting of members of the Global Network of IT Experts in Parliament (GNIT) took place on Friday, 12 October 2007. The Global Network was set up by the Global Centre for ICT in Parliament in May 2007 as an online platform where IT experts can exchange information on the use of new technologies in parliament.

  • The International Workshop, organized by the Global Centre for ICT in Parliament, aimed to explore the issues and challenges that parliaments have to face in keeping up with the impact of new technologies and highlight the skills, technologies and approaches required to harness ICT opportunities. The Workshop was aimed at parliamentary staff and officials who work in the ICT-related domain, such as IT administrators, legislative staff, knowledge managers and librarians.

  • A través de recursos ofrecidos por el Gobierno Italiano, el Banco Inter-Americano de Desarrollo (BID) ha lanzado el proyecto “Red de Funcionarios de Tecnología de la Información en los Parlamentos de las Américas” (RED-FTiP Américas)”, cuyo objetivo principal es fortalecer, trabajando conjuntamente con el Centro Global para la Tecnología de las Información y Comunicación en los Parlamentos, el desarrollo del clúster de América Latina de la “Red Global de Expertos de Información Tecnológica en los Parlamentos”, con el fin de asegurar un intercambio de experiencias concretas entre expertos de tecnologías en dichos parlamentos.

  • The World e-Parliament Conference 2010 took place on 21 and 22 October 2010 at the Pan-African Parliament in Midrand, Johannesburg, South Africa. The event was co-organized by the United Nations, the Inter-Parliamentary Union, the Parliament of South Africa, the Pan-African Parliament and the Global Centre for ICT in Parliament.
    Speeches and presentations

  • The Workshop “ICT Strategic Planning in the SADC Parliaments”, held from 26 to 28 July 2010 in Windhoek, Namibia, intended to provide a regional platform to raise awareness among the SADC parliaments on the potential of ICT in parliament and on the importance of strategic planning for the effective adoption and integration of ICT in parliamentary processes.

  • The Office for Promotion of Parliamentary Democracy of the European Parliament and the Global Centre for ICT in Parliament held a three-day workshop on “Technological Options for Capturing and Reporting Parliamentary Proceedings”, hosted by the European Parliament in Brussels from 14 to 16 July 2010. The event followed the dialogue started in a specialized session of the World e-Parliament Conference 2009 held in Washington, D.C., during which participants called for more inter-parliamentary cooperation in this area of work and for sharing available expertise on the implementation of different technological solutions.

  • From 4 to 8 July 2010 the Global Centre for ICT in Parliament, in collaboration with the Inter-Parliamentary Union and the UNDP Office in Khartoum, undertook a mission to assess the use of information and communication technologies of both chambers of the Parliament of Sudan. The mission team was composed by two experts from the Global Centre and the Parliament of Finland.

  • The Summer School LEX10 provided knowledge of the most significant ICT standards emerging for legislation, judiciary, parliamentary and administrative documents. The course provided understanding of their impact in the different phases of the legislative and administrative process, awareness of the tools based on legal XML standards and of their constellations, and the ability to participate in the drafting and use of standard-compliant documents throughout law-making process.

  • Hosted by the U.S. House of Representatives in conjunction with the World e-Parliament Conference 2009, the fourth meeting of the Board of the Global Centre for ICT in Parliament mainly focused on a review of the activities of the Global Centre and a discussion of a 2010-2020 Framework Programme for the Global Centre. Following the adoption of the ten-year framework, the Board elected new co-Chairs.

  • The third meeting of the Advisory Committee of the Global Centre for ICT in Parliament took place in Rome on 1-2 October 2009. The members of the Advisory Committee were invited to address the following agenda items: 1) Review of 2009 activities; 2) Objectives and structure of the third high-level meeting of the Board; 3) Agenda of World e-Parliament Conference 2009; 4) Preliminary outcome of the Global Survey on ICT in Parliament; 5) Draft 10-year programmatic document for the Global Centre for ICT in Parliament; 6) Work plan for 2009-2010, and 7) budget analysis and overview.

  • Hosted by the National Assembly of Hungary, the third meeting of the Board of the Global Centre for ICT in Parliament took place on 6 March 2009. The event focused on the Global Centre’s strategic and operational challenges for 2009-2010 and beyond, and ways to mobilize parliaments and guide the international community in the implementation of ICT in legislatures. The Board adopted a statement at the conclusion of the meeting

  • In preparation for the 3rd high-level Meeting of the Board, the Advisory Committee of the Global Centre for ICT in Parliament met in Rome on 26-27 January 2009. After a presentation of the "e-Governance for Development Initiative" by the Government of Italy, members of the Advisory Committee focused their attention on a review of the activities of the Global Centre in 2008, a discussion of the Global Centre's strategic document and work plan for 2009 and 2010, and preparation of the upcoming meeting of the Board.
