The 2009 edition of the World e-Parliament Conference took place from 3 to 5 November 2009 at the U.S. House of Representatives in Washington, D.C. The Conference is the annual forum of the community of parliaments addressing, from both the policy and technical perspectives, how the use of information and communication technology can help improve representation, transparency, accountability, openness, and effectiveness in the complex parliamentary environment.

The World e-Parliament Conference 2008 took place at the European Parliament in Brussels on 25 and 26 November 2008. The World e-Parliament Conference 2008 represented a unique opportunity for leaders and members of parliaments, parliamentary officials and experts to exchange views at a global level on new technologies and innovation as tools to strengthen the representative, legislative and oversight functions of regional and national assemblies.

Thanks to libraries, civilisations have gathered and stored evidence of their manual, scientific, artistic, literary, musical as well as religious activity. Assuredly, libraries preserve the bases and the roots of human knowledge. Knowledge transmission today has radically changed: the scope of bibliography has widened immensely. Libraries therefore had to update their role: preservation and access are still the main points to be achieved, though in a new, critical and professional way, in order to assure the adequate standard of the service.

The 25th IFLA Pre-Conference of Library and Research Services for Parliaments was held in Rome from 19 to21 August 2009. The theme for this conference ‒ Digital Information for Democracy: Management, Access and Preservation ‒ is the cutting edge in innovation and development of parliamentary libraries and documentation services.
On 18 August, the Global Centre for ICT in Parliament, the Italian joint Parliamentary Library and the IFLA Library and Research Services for Parliaments Section, held a one-day training titled "Leveraging Technology for Parliamentary Libraries and Research Services".
In recent years, parliaments have begun to exploit advances in information and communication technologies (ICT) to support their many functions and modernize their institutions. However, to date, there has not been an assessment on how these technologies are being employed across the array of activities for which a parliament is responsible.
The World e-Parliament Report 2008 represents a first effort to establish a baseline of how parliaments are using, or planning to use ICT to help them fulfill their responsibilities and to connect to their constituencies. The Report also provides an opportunity for sharing lessons learned and good practices from different regions of the world.
 Between July and November 2007, the Global Centre conducted a worldwide survey on the use of ICT by legislatures. A questionnaire was sent to 263 chambers of unicameral and bicameral parliaments in 188 countries and to two regional parliaments. In total 105 assemblies responded to the survey: 48 unicameral, 56 bicameral and one regional.
