European Parliament delivers the open source version of AT4AM, a web editor for amending legislation.
AT4AM, a web editor provided to Members of the European Parliament (MEPs), has largely improved the drafting of amendments at the European Parliament since its introduction in 2010. In May 2012, at the opening of the international workshop "Identifying benefits deriving from the adoption of XML-based chains for drafting legislation", Rainer Wieland, Vice President of the European Parliament, announced the launch of a new project aimed at providing the open source version of the tool.
Since 23 February 2013 the Senate of Italy started to publish on its website all bills in XML, using an Akoma Ntoso compliant scheme (in addition to the usual HTML, PDF, and ePub formats). Also, the Senate of Italy recently released the open data portal dati.senato.it

The Inter-Parliamentary Union and the United Nations Development Programme released the Global Parliamentary Report on the evolving relationship between citizens and parliaments. The Report analyzes parliamentary strategies to engage with citizens and argues that parliaments need to be in a constant process of evolution.
As part of the initiative to increase House transparency and improve access to legislative data, the Committee on House Administration adopted new standards that require all House legislative documents be published electronically in an open, searchable format on one centralized website.
The Reports, prepared by the Global Centre for ICT in Parliament, intend to help legislatures to harness the potential benefits of ICT for their work and establish key goals and priorities for exploiting this valuable resource. While providing evidence of the complexities of e-parliament, the Reports suggest ways to overcome some of the obstacles to the effective use of technology in parliamentary settings.

Parliamentary documents such as committee reports and texts of debates and hearings are fundamental records of the legislature. These documents must be prepared quickly, efficiently and accurately. They must be distributed easily and then amended, revised and redistributed just as easily. And they must be archived effectively to ensure availability and long-term preservation.
