Second Workshop “ICT Strategic Planning in the SADC Parliaments”
The Second Workshop on ICT Strategic Planning in the SADC Parliaments will be held at the Windhoek Country Club Resort from 14 to 16 May 2012 in Windhoek, Namibia. The purpose of the second Workshop is to provide a forum for each parliament to discuss how the "Support to ICT Strategic Planning in the SADC Parliaments" project, funded by the European Commission, through the Secretariat of the African, Caribbean and Pacific Group of States, lead to any particular achievements, challenges and all other related experiences obtained during their respective ICT strategic planning process. The Workshop will also allow participants to jointly identify needs and promote opportunities going forward for the greater use of ICT in SADC Parliaments while also solidifying an ongoing and supportive community of practice.
Workshop “ICT Strategic Planning in the SADC Parliaments”
The Workshop “ICT Strategic Planning in the SADC Parliaments”, held from 26 to 28 July 2010 in Windhoek, Namibia, provided a regional platform to raise awareness among the SADC parliaments on the potential of ICT in parliament and on the importance of strategic planning for the effective adoption and integration of ICT in parliamentary processes.
The Workshop was addressed to key decision makers in the SADC parliaments such as Members of Parliament, the Secretaries General and the ICT Directors.
The event was co-organized by the United Nations Department of Economic and Social Affairs, through the Global Centre for ICT in Parliament, and the SADC Parliamentary Forum, in coordination with the Africa i-Parliaments Action Plan.

Technical Missions
Technical missions will be carried out to evaluate the institutional and organizational context within which the parliaments currently operate and to help them draw ICT strategic plans for the effective introduction and use of ICT.
It is envisaged that two technical missions of one week will visit each chamber. The missions will be composed of staff from and experts identified by the Global Centre for ICT in Parliament who would dialogue with the IT Departments and senior officials of the parliaments in the region.
Within the framework of the European Commission funded project “Support to ICT Strategic Planning in the SADC Parliaments” the Global Centre will undertook a technical assistance mission to the National Assembly of the Democratic Republic of the Congo from 23 to 27 April 2012. Within the framework of the European Commission funded project “Support to ICT Strategic Planning in the SADC Parliaments”, the Global Centre undertook a technical assistance mission to the Senate of the Democratic Republic of the Congo from 26 to 30 March 2012. The mission focused on perception and understanding of the vision, mission and core values of the Senate and made an assessment of the ICT systems in order to deliver a report with strategic direction and recommendations.
Following the Global Centre for ICT in Parliament's first technical assistance mission to the Parliament of Lesotho in October 2011, where an assessment of the Parliament's ICT capabilities was taken, a second technical assistance mission took place from 19 to 23 March 2012.
Following the Global Centre for ICT in Parliament's first technical assistance mission to the National Assembly of Seychelles in September 2011, where an assessment of the Assembly's ICT capabilities was taken, a second technical assistance mission took place from 5 to 9 March 2012. The follow-up mission, which falls within the framework of the European Commission funded project “Support to ICT Strategic Planning in the SADC Parliaments”, finalised the assessment report from the first mission while also submitting a draft ICT strategic plan to the legislature for consideration.
In the framework of the European Commission funded project “Support to ICT Strategic Planning in the SADC Parliaments”, the Global Centre recently completed a technical assistance mission to the Parliament of Botswana from 27 February to 2 March 2012. The mission focused on perception and understanding of the vision, mission and core values of the Parliament and made the assessment of the ICT system in order to deliver a report with key findings and recommendations to further support the implementation of their current draft ICT Master Plan.
The second assessment mission to the National Assembly of Tanzania took place from 20 to 24 February, in Dar es Salaam. The mission team UNDESA/SADC-PF
discussed and adjusted the assessment report in accordance with
comments and new inputs from the National Assembly and deliver the ICT
Strategic Plan.
Following the Global Centre for ICT in Parliament's first technical assistance mission to the Parliament of Swaziland in June 2011, where an assessment of the Parliament's ICT capabilities was taken, a second technical assistance mission took place from 23 to 27 January 2012. The follow-up mission, which falls within the framework of the European Commission funded project “Support to ICT Strategic Planning in SADC Parliaments”, used the findings made in the assessment and aim to assist the legislature in developing an ICT strategic plan.
In the framework of the European Commission funded project “Support to ICT Strategic Planning in SADC Parliaments”, a first technical mission has been undertaken to the National Assembly of Namibia (12 to 16 December 2011) to carry out an assessment of the status of ICT in the Parliament and make initial recommendations for the development of an ICT Strategic Plan.
In the framework of the project “Support to ICT Strategic Planning in the SADC Parliaments”, a second technical assistance mission was conducted to the National Assembly of Angola (5 to 9 December 2011) by the Global Centre for ICT in Parliament and the SADC Parliamentary Forum, with support from experts from the Assembly of the Republic of Portugal and the Chamber of Deputies of Brazil. Following the initial assessment undertaken earlier this year, the second mission focused on collecting additional information about the ICT environment of the Assembly, reviewing and updating the assessment report from the first mission, and drafting an ICT strategic plan for the Parliament with specific objectives and a roadmap for implementation.
At the request of the Inter Parliamentary Union (IPU), the Global Centre for ICT in Parliament fielded a technical assistance mission to analyse the current use of information and communication technologies in the Parliament of Sierra Leone, from 21 to 25 November 2011. The mission focused on the assessment of the state of technology of the parliament taking into consideration the existing parliamentary process, procedures and organizational framework.

of Tanzania from 31 October to 4 November 2011. The
mission focused on perception and understanding of the vision,
mission and core values of the Parliament and made the assessment of the
ICT system in order to deliver a report with strategic direction and
recommendations.
In the framework of the European Commission funded project “Support to ICT Strategic Planning in SADC Parliaments”, a first technical mission was conducted to the Parliament of Lesotho (03 to 07 October 2011) to carry out an assessment of the status of ICT in the Senate and the National Assembly and make initial recommendations for the ICT Strategic Plan.

In the framework of the project “Support to ICT Strategic Planning in the SADC Parliaments”, a technical mission was conducted to the National Assembly of Seychelles (4 to 9 September 2011) by the Global Centre for ICT in Parliament and the SADC Parliamentary Forum, with support from an expert from the Parliament of Finland.
In the framework of the project “Support to ICT Strategic Planning in the SADC Parliaments”, a technical mission was conducted to the National Assembly of Zambia (11 to 15 July 2011) by the Global Centre for ICT in Parliament and the SADC Parliamentary Forum, with support from experts from the Parliament of South Africa and the Assembly of the Republic of Portugal.
Handbook on the role of parliamentary ICT committees
A Handbook will be prepared to assist the SADC parliaments in strengthening national parliamentary ICT Committees.
The Handbook intends to present the issues that can address and explain how parliamentary ICT committees can lead ICT development in parliaments and in general, contribute to advancing the Information Society, including by exercising scrutiny over the executive on international, regional and national ICT policies and plans.
